I therefore ask you to get them and read them carefully. Please also report all test implementations so that a final data exchange test can be made. We may therefore consider to recommend it as the standard document defining the FITS standard. Here again, get a copy from NOST and read it carefully. I hope that you will get, read and test the proposal soon so the final verification and exchange test can be done before the end of September. This would make it possible to start an official vote in October (possibly on all issues: three proposals + NOST). Before we can do that official rules for votes in the IAU FITS WG should be accepted. In discussions with D.Wells and others, the following scheme was considered: 1) First vote on a proposal requires that at least 3/4 of the members vote and that all are accepting it. 2) If the first vote is not successful, the proposal must be rediscussed and a second vote cannot be made before 6 months. 3) Second vote requires that at least 3/4 of the members vote positively to the proposal. It is clear that we must vote on the voting rules before using them for the proposals. This vote should be unanimous. Please give you comments so we possibly could vote on the rules in September. I will not be in ESO for the next 4 weeks (vacations etc.) so please discuss the issues - I will reply first in mid-August. I suggest that D.Wells create an exploder for the IAU FITS WG (as he has offered). It will make the discussion easier. I would like to see this Working Group conduct a final review of interoperability of these proposals before the vote, and produce a summary report after the vote. * I recommend that IAU-FWG endorse the NASA NOST-100-1.0 FITS Standard document as the official standard for FITS, superceding the four published papers. I am slightly concerned that NOST-100-1.0 is almost completely silent on the subject of "world coordinate system" [WCS] conventions. This omission is understandable, because the NASA Technical Panel knew that a parallel effort to codify FITS WCS conventions (see fits.cv.nrao.edu: /fits/documents/wcs/*) has been underway during the period when they were developing the standard. However, an important decision included in the original 1979 FITS Agreement is missing from NOST-100-1.0: use of degrees for angles. In section 5.2.2.5, on p.20, the discussion of CROTAn notes that the rotation angle is to be given in floating degrees, but the discussion of CRVALn on the same page does not mention that angular values for it should also be given in floating degrees. I suggest that in its endorsement the IAU-FWG should (1) note this omission, (2) explicitly emphasize that the degrees convention of the Basic FITS Agreement still stands and (3) express the desire that the WCS efforts will proceed and be included in NOST-100-2.0.
